I want a good Photoshop, but dont have $600 offhand. what should I get?
I want a Photoshop program that's advanced and will let me do basically anything, but I can't afford to spend more than around $100. On Ebay ive been able to find P5 retail for about $40, should i get that or pay more and get something like P6? Any opinions?

Well, it all depends on what you're going to be doing. Photoshop 5.5 is good becuase it comes with ImageReady (for Animations) and it was one of the first that was more focused on web graphics. So I wouldn't get anything older than that.

There are cheaper programs such as Ulead PhotoImpact and Jasc Paint Shop Pro that you can get for around US$ 100.00.
I don't know much about PhotoImpact, but so far I've been enjoying Paint Shop Pro (I've been using it for about 4 years) and it doesn't stand very far from Photoshop when it come to web graphics and similar stuff.
There's also the GIMP, which is free, but I haven't tried it either.

I have heard some good reviews about gimp but never used it myself, maybe you should give it a shot and see if it does the trick.

Try Adobe Photoshop Elements 2.0
It's in your pricerange and not much missing from full photoshop. I used it perfectly okay until about 4 months ago, when I finally got ps7.

The gimp is perfect for Linux users, and some would argue it's better than PS in many areas. I my self have not used it enough to make a comparison, but i know its harder to use than PS imo. Any way, have you looked at Paint Shop Pro? Its very very similar to PS and its a fraction of the price.

Used it enough to me means that ive used it, but not very much. I never said i had never used the program.
