exactly,my lil bro guess as it is a gradient set to overlay or layer masking.

The composition part of this is just masking things on different layers.

The blur part is duplicating a layer, blurring it, and changing the blending mode (usually overlay or screen)

The color part is just another layer on top with color. I wrote a tutorial on coloring this way here:
