Okay... from what I can tell, a bunch of random shapes with layer blend modes applied. :P sorry, can't really tell. Just mess around with it.

Assuming you have Photoshop, this would probably be better in that section.

For the graphic, it's pretty much what acid said. Lots of shapes (use the pen tool) blend modes, patterns (on the shapes) not to mention the pixel fonts.

yea, just using the lasso tool make various shapes and fill them with whatever colors you want then rasterize the layer and either distort them or rotate them and then lower the opasity... but thats gunna take a while for that many shapes!!
