Simple Layout Needed

In order to get a idea of what I want, look at this IN IE:

I want that coded in any way you prefer, tables are just fine. I want the layout to look the same in IE/Netscape/Mozilla. All you have to do is do the barebones coding, i will put in the colors and tweak the widths and stuff. Unfortuantly, i will not be able to pay for this, but I would really appreciate it if anyone could do this for me.

you can get something similar to that using phpnuke:

you might have to have someone tweak the colors and layout

OK, I got it myself, but for gods everlasting sake, dont even mention php nuke. it makes me puke. I dont want any stupid portal software, but anyway, i got the layout worked out
