Can anyone tell me how to make those? Ive been looking for tutorials everywhere, cant find it obvisouly....

To make this all you have to do is select the area you want to keep, invert the selection, flood fill it with a color that's not used (this will be for transparency) and then export it as gif file.

The selection you'll be doing here will be with the Freehand tool with antialias unchecked. You can use any selection type, just choose the one that suits your image better.

thats a gif animation, as far as i know paint shop pro cannot make gif animations.

For that you'll have to mix selection with the tutorial posted here: http://www.tutorialforums.com/attachment.php?s=&postid=557241

Basically:
1) open the image
2) duplicate the layer
3) apply the tutorial on the duplicate image
4) with the magic wand tool, tolerance around 50 and feather unchecked, click on the color areas close to the image's edges and hit delete - this will make the basic border
5) with the freehand tool select the pixels that are between the border and the edges and delete them, otherwise they'll interfere
6) the outline you can get by selecting the area you've just erased with the magic wand, flood filling it with black, contracting the selection by 1 and hiting delete; you'll have to manually erase the straight lines created close to the edges
7) make a selection on the middle and hit delete - this will keep some of the dots and show the picture below

OR

If you are into pixel art you can do that border manually, but either way I find it a pain to do Tongue

Btw, Animation Shop should come with PSP so you can do the animation too if you wish.
