Dots & Blacked out images question

Ok I need help with a couple things ( I have included a pic of what I'm asking)

I want to know how I can make dotted outlines, and dots that have a faded look to them.

I also want to know how I can make a blacked out siloette of a person or other image.

Please see link for examples of what I'm asking:

There's lots of different ways I'm sure, but here's how I would do.Smile

DOTTED OUTLINE
1. Open your image
2. New raster layer
3. Preset shape tool->with anti alias and create as vector checked->line sytle:small dashed or diamonds or something...
4. Line color: black (or any oher), fill color: transparent
5. Select eraser tool, play around with opacity and semi-delete the line (or just a bit of it...)

'SOILDER'
1. Open your image
2. Magic wand->select everything around the person or thing you want it to be black
3. Selections-Invert
4. Paint brush (color black)->Paint all over the selected area
5. You can then copy&past that part to another image
