This has bothered me for a while and since so many people having been asking how to do certain things, I have decided to cast in my question:

Normally people do that using grunge brushes.
The sites listed under the PSP Sticky (http://tutorialforums.com/showthread.php?s=&threadid=37727) should lead you to some useful downloads, as well as tutorials and stuff.

The same effect can be achieved with the airbrush. Just play with the hardness, density, Opacity, and step until you get the effect you like.
