How could I do this?

I found this sig and thought it was amazing. All the work he does is amazing. Anyways could someone teach/show me how to do this? Or something similar to this. Im really new to this graphic designing stuff and all Im really looking for is someone to teach me how to make quality graphics.

Are you talking about the entire sig or just the background? Or some other element?
Which version of PSP are you using?

I'm not very familiar with PSP8, but the shapes you can do using the Draw and the Preset Shapes tools set to vector (you'll probably be editing these shapes later).
However, a better program for creating shapes like this is Macromedia's Freehand, which has several built-in features for web graphics.

The background I'm not sure, but the Clone tool could help you a lot.

PSP does that as well (Paint isn't an exclusive pixel art program, all programs, in fact, can do it), and more.
