How to possibly make this blood effect..

Umm.. yeah.. I did a search on here using the key word blood and I came across this.. And I was wondering if anyone could direct me to a tutorial that could show me just how to make the blood splats, nothing else.. Or if someone could simply show/explain to me how to make the blood splats.. And I'm using photoshop 7, so tell me if I need a different program..
