In short, I don't like it.

The car is blurry - why? Fix it.

Never make it easier to read the 'Welcome to' part than the name of the company.

The font is all wrong. Is that their logo? Make it more obvious. If it's not their logo, do it again.

Why does the light brown stop where the content starts? Either you need a defined border and more cell padding, or you need to fill in the content with a lighter colour.

The links are too small.

There's too much empty space above and below the table.

What are those green dots for? If you're going to use dots, at least pick up on another colour you've used in the layout.

The right-hand side of the header is boring++ compared to the left-hand side.

i agree w/ all of you, but i sent it to the company and they like it, there problem if in overall the site gets neglected by users

A lot of companies don't really known what it takes to make a good website, thats why they hire someone to do it for them (you). So it's your job to make sure that the site doesn't get neglected.
If I pay someone to fix my roof, and after 2 days water begins dripping in, he can't say "Well, I showed it too you and you said it looked fine".

yeh, i know exactly wut you are saying, this is probably the worst layout i have created for any company.......

Iam still waiting for the content that they want

when i recieve that information i will begin to edit alot of the layout to fit around the content.

Signature Rules

Elements of the layout are way to blurry and small, as people have pointed out. I also noticed "Costumer Service" in the nav bar....is that a typo??

Also...consider making it more friendly towards 800x600, considering most people using the site will probably be using that resolution...

In that case, I think it's poor that you sent it to them at all. You're ripping them off if they pay you for a site that you know is below par.
