is it DPI, dots per inch?

If so when you create a new image the default is 72, you can chnage it.

for a t-shirt i'd recommend 300 DPI or more. I'd probably even do it in 400. In Photoshop, when you create a new image, it gives you the option to change the dots per inch. Standard computer format is 72, but most print work is 300+ DPI.

Most print work I have done/do is at 600dpi and in cmyk color and not rgb.

Just note that when you create something in Photoshop, it isn't DPI, it's PPI, pixels per inch. DPI is a printing term.
