its a very good layout, but i don't think that too many webhosts browse through tutorial forums looking for templates.

do a google search for a webhost, and keep looking through them until you find one with a design that needs updating.

for someone who owns a webhosting company, $25 for a layout like that is superb value. what you need to make sure is that the transition for them is seemless- i.e. you configure the template for them.

the trick to selling a template this way is too make it an impulse purchase- the host spends less than 100 bucks, and wow, they have a great new layout.

Whether he did or not, as long as theres no legal issues with him reselling the issue is perfectly OK he sells them.
