I think he's just hoping you'll give him the exact code he needs, tell him where and how to install it and how to make it do what he wants it to do without him having to do any other work

Read over the socket functions and learn every single one of them. (Use the high level functions, not the low level C functions, with the high level functions you can do pretty much the same thing as you can with shorter code, low level just gives more control).

It's an IRC class, very easy to create a bot with. It even has some example code to do exactly what you say you want it to do.

you could prolly cron job it i think. else the exec might be able to accomplish this as well. just make sure you have time limits or they wont stop i dont think.
