Thin line border inside an image
I am a novice to Photoshop. I've learned some things, but can't find information on one thing that I'd like to do.
I would like to produce a thin line , rectangular border INSIDE an image. I guess it could be used as a normal border on the edge too, but I haven't been able to find a description of how to do it.

try clicking on the line tool, hold down shift to make it straight and have the pixel width to 1px

marquee select the entire image then go to SELECT -> Modify -> border and tada thats it

argash - Have you ever tried the Border option? If you did you would have known that would not work. When you enter a 1px border it created a faded 2px border.
Therefore, I agree with bernie, you can easily draw those yourself.
Or you can Ctrl+A to select all, move the selection 1px right and 1px down with the arrow keys, then Contract Selection by 1px, then 1px up and 1px to the left, Shift+Ctrl+I to inverse selection and choose back as your foreground color and hit Alt+BACKSPACE to fill it with that color.
I recommend bernie's advice though, much easier

Select all and then hit Edit > Stroke.

Yup I use border all the time. Thats not to say Adobe couldn't make it work better (because they sure as hell could) I was just giving it as a suggestion

CTR Click the layer, make a new layer behind the layer you want with the border, select>modify>expand and choose the size (in pixels) and then fill wiht the colour you want.

Ya, if you wanna make it on the inside:
make a layer on top of the one with the image, select the layer with the image, fill the new layer, contract (selecty>modify>contract) and hit delete.
