I'm not sure if this works, haven't tried 'cos I'm at school right now but let me try this Tongue

if you need just small dots, create 1px stroke to new layer, fill with black, select it, add noice, invert colors, trurn contrast up, inverse again if you want to have white dots, don't inverse if you want black dots. Then remove your black color from image if you want to have white dots and so on.

First select a hard round brush, go into your brush tip shape, and change the spacing of the brush to show dots, let's say around 150-200%. Select your elliptical marque tool and create a circle selection. Go to your paths dialog box and select make work path. Again, go back to the path dialog box and select stroke path. When the box appears stating what to stroke it with, select brush. There ya go. Dots.
