1.Make New Image Any Size
2.Go To Layers>New>New Layer From Background
3.Name The Layer Anything U Want
4.Use Text Effects To Make Backgrounds!

Very Simple To Do But It Can Make Some Sweet Backgrounds!

I'm not sure what the point of this is. Essentially this is a tutorial how to make a new layer, because "Use Text Effects To Make Backgrounds" is very general. Perhaps you could elaborate?

Vampiric! Your tutorial describtion is just to general. Try to go into more details and also attach an example, so we all can see where we are going when we follow your instructions.

i think what he means is to use gradients, layer styles, etc, after creating the layer, and also playing with blending modes, so that each background comes out cool! I especially like difference mode.
