Dreamweaver is a good program, MUCH better than frontpage or a lot of **** they have out there. You should still hard code though, until HTML becomes so familiar that you dont need to

Well im normally pretty good with HTML but iv checked my code and i just dont no why it looks different in each browser. I might just design it for IE as thats the program people generally use but if there is a way in which i can sort it, i will

Do you have any sort of details? A page we can look at? Just saying "it's not right and everything is in random places" doesn't allow us to help you very easily.
There is no instant fix-all. Broken DOMs and iffy standards support are something you've got to deal with, and it takes time to work through it.
More details will help.

Yeah, I agree with Mattthew Aaron. The more details you give us, the easier it is for us to help you.

get rid of unnecessary tabs/spaces/etc.... sometimes those cause the misalignment (is this a word?) of the layout
