Bubble/Water Effects

I hope this is in the right category. :confused:

Ok... I don't know how to make great water effects and bubble effects..

I want something i can put into flash and make it look like bubles are moving. I lack in some areas of graphics, and this is one of them (water). I know how to use flash. So all I need to know is how to create it. I don't want to create it in flash, cause then it would look cheesy. I'll probably be moving a GIF around or something.

i have never seen anything like that accomplished in illustrator before. the picture on your link looks like a combination of 3d studio max or some other 3d program and photoshop...
