Paint effect plugin?

How can I do this from scratch? Looks like paint, and hand draw hearth image? I need to learn this like in 2 days...heh..

yup it does actually. make the picture and then use the filter....

Filter > Artistic

I thought you means MS-Paint...lolz

well, i could tell you how to do it with a canvas and paints no problem, but in photoshop, i really have no clue how to make something look that much like paint.
