Photoshop>illustrator

Can you make a flat image in photoshop and export it to illustrator? Will it be a vector image?

In flat i mean to bevels, just shapes and colors.

Yes you can export a shape from Photoshop to Illustrator, or actually you export the path.
File > Export > Paths to Illustrator...

no no no if you don't have traced path it won't work !!!
from some bitmap image you won't have path ... you'll need something like "adobe streamline" or you can also use flash to vectorize the bitmap !
