Once again stupid russian needs help

lol, hehe
Ok,
I'm really confused now and I need you guys to help me out with this:
I want to get hosting that supports ASP programming and since I'm low on money (my dad won't let me spend much on the creadit card) I found this hosting provider: www.WIN2000Hoster.com
First I really liked them and was going to get them but after I emailed them a couple of times I had some concernes:
1. You don't get a control panel free, which means you need to send them email when you want to create an email for your domain/or set up a subdomain.
2. You do now get access to log files (maybe because server is not apache???)
3. No access to .htaccess files
4. No SMTP mail server to send emails, have to use someone elses

So I'm all confused here, if I should get them or not, because I can't find any good service with ASP for about $20/year

Tell me if you think I should get it, or if I shouldn't
