Watery effect with action script?

hey i have a tube that i want to fill up with water.... for a preloader.... i want the top to be wavy and have a nice feel for depth.... is there any easier way to do this beyond keyframe animation?

yes
not frame by frame but motion tweeining and simple masking (or psuedo masking handles this)

create a rectangle
on the top part manip the line so it looks wavy
make this wider and longer than the container you want it in
on a layer make it motion tween up and to the right or left so it rises and the waves roll.
on top of this layer make one with the shape of the containier
make one more layer, this time fill it w/ white(or wuteveru rbg color is) rectangles or shapes to cover up the water than is outside the tube
